Due to the recent coming of the rainy season in the jurisdiction, frequent rainfall has caused the road leading to the Gangbu Glacier to be severely damaged by the rain, and the communication signal on the road is not fully covered, and tourist vehicles are often trapped and distressed.

As of July this year, there have been 7 incidents of self-driving tourists being trapped in vehicles and 28 people. Ying (Xiu) to Wen (Chuan) Expressway (hereinafter referred to as “Yingwen Expressway”) is a road section under the jurisdiction of Sichuan Chuanxi Expressway Co., Ltd., which started construction on May 9, 2009 and was completed and opened to traffic in November 2012. Starting from Dujiangyan to the exit of Longxi Tunnel of Yingxiu Expressway, passing Yingxiu Fengxiangshu, Dongjienao, Ginkgo, Shapingguan, Taoguan, Mianzhu, Yuhu, Qipangou, and ending at Fengpingba, Wenchuan, with a total length of 48.272 kilometers , is an important part of the Rongchang Expressway (G4217), one of the main passages leading to Tibet, and an important tourist road connecting Chengdu via Dujiangyan to Jiuzhaigou and Huanglong tourist attractions, and occupies an extremely important position in the road network of Sichuan Province and Aba Prefecture status.

In July 2013, due to the “7.10” debris flow disaster in Wenchuan, Yingwen Expressway and National Highway 213 were damaged, and the roads were blocked in many places. After vigorous repairs, Yingwen Expressway resumed its traffic capacity. In order to ensure the normal operation of transportation, society, and people’s livelihood in Aba Prefecture, the Yingwen Expressway has suspended the collection of vehicle tolls since the “7.10” mudslide disaster.
